CAMBODIA MEANS BUSINESS: ANTI-SCAM LAW TAKES EFFECT, ONLINE KINGPINS TOLD TO SURRENDER OR FACE JAIL

 Cambodia just declared war on digital crime. The “Law on Anti-Technology Fraud” was officially announced Monday (4/6/2026). The message is blunt: shut down your scam operations now, or face the law.

Hard Ultimatum From Top Official 
Senior Minister Chhay Sinarith, Permanent Vice Chairman of the National Committee for Combating Information Technology Fraud (Online Scams), sent a no-nonsense warning via Fresh News. Targets: masterminds, stakeholders, property owners, and staff of online scam syndicates. Both Cambodians and foreigners.

Chhay Sinarith said: “Step back immediately to receive amnesty. Don’t wait until we crack down and prosecute, then regret it later.”

He stressed the Royal Government of Cambodia is committed to wiping this tech crime from the entire country. *“This is not the time to wait for a crackdown and legal charges to wake up.”* Translation: the amnesty door is still open, but time is running out.

Crackdown Numbers: 2500 Cases Smashed 
Since the campaign launched last year, the results are brutal. Officials busted 2500 online scam cases, equal to 250 locations. Authorities also raided 92 casinos used as operational bases.

On perpetrators: over 800 people have been detained. Nearly 700 others are on the wanted list with arrest warrants issued.

A Warning to the “Frogs”
“Frog” is what Cambodians call scam operators who keep hopping to hide. With this new law, the state’s message is clear: nowhere is safe anymore. Building owners who rent to syndicates, staff working for online gambling operators, all of them are liable.

Cambodia is cleaning house. Scammers get two choices: surrender now or sleep in prison later. There is no third option.
